In this section we offer tools to design governance systems and policies for smart cities, drawn from the literature and from an empirical analysis of national and international case studies.The instruments are organized around themes, which represent the challenges that cities are increasingly being called to confront: reducing gender disparities, creating public-private partnerships, change in approaches to local governance, promoting innovation in the urban context, and adopting a place-based approach to urban policy.Tools in the section include: organizational models (for the topics: Public-private models of Governance, Social Innovation), and evaluation systems (for the topics: Gender approach, Place-based approach). Each instrument is illustrated using successful national and international case studies.
